Oklahoma law enforcement are investigating the discovery of human skeletal remains from what could be an Arkansas City man missing for almost a year. Family members said Tuesday they had concluded that the remains found in a wooded area near Kaw City are that of Quinten Rouch, who was a 20-year-old student at Cowley County College. Rouch was last seen along U.S. Highway 77 in Ponca City with two individuals in the early morning hours of May 9, 2018, according to a missing persons report, which stated they might have been hitchhiking. A candlelight vigil for Rouch had been scheduled for the anniversary of him missing on May 9 at Wilson Park in Ark City.
