Stillwater Man Charged Thursday After Killing Woman, Throwing Her Into Cimarron River

STILLWATER – A Stillwater man named Earl Oswalt, 54, who was accused of killing Chelsey Chaffin and throwing her body into the Cimarron River, was ofificially charged Thursday in Payne County district court. Oswalt faces one count of murder in the second degree. Alternatively, the charge is also listed as first-degree manslaughter under Oklahoma law but carries the same penalty. The Payne County District Attorney’s Office postponed official charges last week to determine the degree of homicide.
